چکیده

زعفران به دلیل موقعیت ویژه آن از لحاظ اشتغال‌زایی و ایجاد درآمد ارزی برای کشور، به‌عنوان یک گیاه استراتژیک و مهم در اقتصاد ملی تلقی می‌شود و با توجه به شرایط ویژه مناطق زعفران‌خیز برنامه‌ریزی جهت استفاده بهینه از عوامل در تولید این محصول از اهمیت بالایی برخوردار بوده و انجام مطالعه ‌به ‌منظور بررسی کارایی مزارع زعفران را ضروری می‌سازد. لذا، در این مطالعه با استفاده از روش تحلیل پوششی داده‌ها کران‌دار،کارایی مزارع زعفران اندازه‌گیری شد تا ارزیابی کلی از این واحدها انجام شود. اطلاعات موردنیاز این پژوهش از طریق مصاحبه و تکمیل 36 پرسشنامه از بین زعفرانکاران منطقه شاهیک شهرستان قاین در سال 1392جمع‌آوری و داده‌ها با استفاده نرم‌افزارGAMS مورد تجزیه ‌وتحلیل قرار گرفت. نتایج مطالعه نشان می‌دهد که میانگین کارایی خوش‌بینانه در دو حالت ستاده محور و نهاده‌ محور به ترتیب برابر 259/1 و 849/0 و 8/13 درصد واحدها در حالت بدبینانه ناکارا هستند. 47 درصد واحدها بین دو مرز کارا و ناکارا احاطه ‌شده‌ و از منظر بدبینانه ناکارا نیستند، درحالی‌که از منظر خوش‌بینانه نیز روی مرز کاری قرار ندارند که نشان‌دهنده زیاده‌روی در مصرف نهاده و توان بالقوه در افزایش تولید و کاهش مصرف نهاده می‌باشد. باتوجه به نتایج این مطالعه، پیشنهاد می‌شود با الگو قرار دادن واحدهای کارآمد و نیاز سنجی آموزشی واحدهای ناکارا نسبت به برنامه ‌ریزی آموزشی مناسب زعفرانکاران در راستای افزایش کارایی آن‌ها اقدام شود.

چکیده [English]

Addressing the special conditions of saffron growing areas, and planning the optimum use of its production factors need specific attention and determination of the efficiency of saffron farms seems to be necessary. Thus, the current study attempts to measure the efficiency of saffron fields by using bounded data envelopment analysis to give an overall assessment of the performance of the farms. The necessary data was collected by interviewing and filling 36 questionnaires by the saffron farmers of the city of Ghaen, Iran and the data were analyzed by GAMS software. The results showed that average optimistic output and input oriented efficiency is 1.259 and 0.849, respectively. Also, 13.8% of the farms are located on the inefficiency frontiers. 47 percent of the farms are surrounded by efficient and inefficient frontier that reflects the overuse of inputs and potential to produce more and reduce the use of inputs. According to the results, it may be suggested that the efficient farms should be considered as a pattern and we should present training of need assessment in inefficient farms in order to enhance farmers’ efficiency with appropriate and scientific planning.
